What is the impact of Google Adwords new top bid rule?

A couple of weeks ago Google announced that it was changing the way top position is determined on an Adwords keyword. The old method was to use the actual highest paid click. The new method is using the max bid. I actually haven't taken the time to sort through the implications. Sure enough, if you wait long enough someone else will figure it out for you, complete with charts and graphs.
